QLD:Hendra claims another Qld horse
BRISBANE, Aug 24 AAP - Hendra virus has claimed another horse in southeast Queensland,
rattling horse-lovers in the Gold Coast hinterland.
Authorities on Tuesday announced the state's 11th Hendra case this year on a horse
stud. The horse died later in the day.
Its owner, a vet, and a further 22 horses on the property were being tested for the
bat-borne virus, which usually proves deadly in humans.
Gold Coast vet Michael Higgins told ABC radio the virus had the potential to be devastating
in the hinterland, where many people own horses as pets.
"They have a lot of contact with their horses so you have a high risk for both horses
and people involved with them," he said.
There have been an unusually high number of Hendra cases this year, including the first
known case in a dog, which was put down.

SYDNEY, April 27 AAP - PlayStation users in Australia are being urged to change their
passwords, usernames and pins, and monitor their credit usage after hackers broke into
the global network.
Sony Corporation shut down the network a week ago after some customers' account information
was compromised.
Purchase history and credit card billing address information may also have been stolen,
the company announced on Wednesday.
Seventy-seven million user accounts have been disconnected worldwide and industry experts
have described the scale of the breach as staggering.
NSW Police Force Fraud Squad Commander Detective Superintendent Col Dyson on Wednesday
warned Playstation users in Australia to be on the lookout for any breach of their personal
information.
"In this particular instance the risk appears to be one of possible phishing targeting
later on and that is unsolicited contact by email or telephone," Supt Dyson told reporters.
He urged people not to give away any of their information if they receive unsolicited
emails asking for confirmation of passwords or usernames, and to contact their bank.
People should also contact their bank if they see any irregular activity on their credit card.
"Certainly people should be changing ... regularly not just their passwords but their
usernames as well," Supt Dyson said.
Police have received no information from Sony or law enforcement agencies and at this
stage they won't be investigating the matter, he added.

Wells Fargo & Company announced it has published a list of tips to help people keep fraud prevention top-of-mind as encouraging findings are released in the new 2011 Identity Fraud Survey Report from Javelin Strategy & Research, an independent industry research firm.
According to Wells Fargo, the study found that the number of reported identity fraud incidents in 2010 declined 28 percent over 2009.
"Wells Fargo has a long commitment of educating people about fraud and helping them protect themselves," said Secil Watson, senior VP, Wells Fargo Internet Services Group. "We offer tips, the Fraud Information Center, and we co-sponsor the Javelin Strategy & Research Identity Fraud Survey Report as part of this commitment. We'd like to see continued declines in reported fraud and we want to underscore the importance of people's continued vigilance in protecting their accounts and personal financial information."
According to Wells Fargo, the tips include, but are not limited to:
- Keep updated: Keep your computer operating system up-to-date to ensure the highest level of protection. Help protect your computers with regular anti-virus software updates.
- Change passwords: It's a good idea to regularly change your online banking passwords. Be sure your online banking username and password differ from those used on other websites.
- Use official apps: Mobile banking applications, or "apps," are programs you can download to your mobile device. To ensure the safety of your personal and account information, download mobile apps from reputable sources only. If you have suspicions about the authenticity of a mobile banking app, web-enabled mobile phone users can bookmark and visit the company's official mobile banking site, including wf.com.
- Go paperless and monitor: According to Javelin Strategy & Research, fraudsters continue to use traditional methods to gather information, including paper mail that may contain account numbers or other confidential information. Wells Fargo's multi-layered approach to online and mobile banking security makes going paperless - through bill pay and online statements - good alternatives to paper.
- Sign up for alerts: Keep a close watch on your finances to quickly spot suspicious activity. Wells Fargo offers many types of alerts, such as a low balance alert that tells you when your account balance falls below your chosen amount. Based on customer preferences, alerts can be sent through email or to a mobile device for quick notification. In addition, Wells Fargo Visa credit card customers can sign up for Rapid Alerts to be alerted near real-time when their cards are used.
- Review credit report: At least once a year, check your credit report for any suspicious or unauthorized activity.
- Be careful what you disclose: If you're suspicious about a request for your personal information that you've received through an email, text message, website, by mail or phone, first verify the request. Use a legitimate source to confirm the request by calling the number listed on the company's website, billing statement, or on the back of the debit or credit card. Never share your mother's maiden name, Social Security number, bank account numbers, or account usernames and passwords. Keep your phone number and home address private so they can't be collected.

bemoaning that the Wallabies were the masters of ruining green and golden
opportunities after their latest Tri-Nations loss in South Africa.
The Wallabies slumped to a 44-31 defeat to the Springboks in Pretoria last
Saturday after leading 21-7 and 28-17 to continue a 47-year run of losses at
altitude in South Africa.
"The Wallabies uncovered another way to lose the unloseable Test on the
highveld," The Sydney Morning Herald said.
"Had the Wallabies shown composure, maintained some semblance of a
defensive line, kept their set-pieces intact and used their chances wisely, one
of the great Australian victories -- and a first win at Loftus Versfeld -- was
in the offing.
"But no. Yet again the Wallabies' structure was shown to be flimsy, and
their lack of experience in knowing how to put away an opponent led to the most
exasperating of defeats."
The Herald criticised coach Robbie Deans for keeping experienced players on
the substitutes' bench when they were needed in the final stages.
"Big moments require experienced players, and Stephen Moore would have made
an impact in those final minutes," it said.
"Keeping Moore out of the action was a blunder by Australia's coaching
staff, who strangely continue to underutilise their utility back, Berrick
Barnes.
"He was once again not used off the bench, and was another player who might
have been handy on the field around full-time."
The Australian newspaper said consistency was sadly lacking with the
Wallabies, under Deans, who has now won 19 of his 36 matches in charge.
"Wallabies supporters continually cry out for more consistency but
consistency is the last thing this team is geared to deliver," it said.
"It is difficult to think back to a time when an Australian backline has
bristled with more individual threats than at present.
"Yet, for all of that, there is virtually no game management, no
understanding that the same pattern of attack, however brilliant, becomes
containable, even brittle, if it is not spiced with some variety."
"This Wallabies side seems so totally unprepared for things to go wrong."
Australia have beaten South Africa in Cape Town and Durban in the modern
era but have not managed a win there at altitude since a 1963 victory in
Johannesburg.

CANBERRA, April 21 AAP - NSW's top prosecutor has named Attorney-General John Hatzistergos
the most interventionist of his tenure, and former premier Bob Carr most prone to politicising
law and order.
Nicholas Cowdery will retire next March after 16 years in the job, a period in which
he fought running battles with government over his budget and tough stance on human rights.
The 64-year-old on Wednesday told ABC's Lateline program the first three attorneys-general
he answered to were, "very reasonable and moderate", while Mr Hatzistergos was more interventionist
and "hands on".
"That has been a challenge because it has required us to attend to tasks and report
to the attorney-general in ways that were not previously required," Mr Cowdery said. "That
put added strain on the office."
Mr Cowdery also criticised Mr Hatzistergos for being too media driven, particularly
in his efforts to make it harder to get bail - increasing the number of people in remand
who will ultimately be released without compensation for having been in custody.
"These amendments to the legislation have usually followed some sort of tabloid outburst,"
he said.
Of the premiers he had worked under, Mr Cowdery said Bob Carr was the most likely to
use law and order for political gain, particularly at elections.
"Bob Carr was pretty good at it," he said.

The search for Western Australian shark victim BRIAN GUEST will resume soon .. after
being suspended late yesterday because of rough seas.
The 51 year old was snorkelling for crabs with his son off their local beach near Rockingham
.. south of Perth .. when he suddenly disappeared from view shortly after 7am (WDT) yesterday.
Witnesses told police they saw flashes of fins in the area and the water was coloured by blood.
The search is due to resume at 8am (WDT).

MELBOURNE, April 11 AAP - Budget planning is going well, despite the prime minister's
absence, Finance Minister Lindsay Tanner says.
Prime Minister Kevin Rudd has come in for heavy criticism for jetting off on an 18-day
overseas trip so close to next month's federal budget.
Mr Tanner told reporters in Melbourne today representatives from Mr Rudd's office had
been at all budget-related meetings.
"If you know the prime minister, you know he'll be keeping a very close eye from afar
on what's been going on," he said.
"I've no doubt he's very aware of what's been going on in those meetings, and of course
he'll be back in a few days.
"He'll be inserting himself into those discussions very quickly."
Mr Tanner said there was a lot of fine detail in the work that did not necessarily
require the prime minister to be involved in.
"There's a million dollars here, a million dollars there, that in the context of the
budget don't have a huge impact, but we have to work our way through," he said.

Vic: Two dead after separate accidents
MELBOURNE, Dec 8 AAP - Two people are dead and eight others have been taken to hospital
after two separate road accidents in Melbourne.
A man died after the car in which he was a passenger was involved in a three car pile-up
on the Nepean Highway near Wickham Road, at Moorabbin, in Melbourne's south-east, about
1am (AEDT) today, Victoria Police said.
"Police have been told a dark green Holden Commodore sedan travelling outbound on the
Nepean Highway collided into the rear of another Holden Commodore causing it to then collide
into the rear of a third vehicle," Senior Constable Karla Dennis said.
The man who died was sitting in the rear of the second vehicle.
His name and age have not yet been released, police said.
The Metropolitan Ambulance Service said eight other people, including the drivers of
two of the cars have been taken to hospital.
"A woman aged in her early fifties was taken to The Alfred hospital with back injuries,"
a MAS spokesman said.
Seven other people, aged between 16 and 18-years-old, suffered minor injuries and have
been taken to four hospitals.
"In total we have four patients transported to The Alfred hospital, two to the Dandenong
hospital, one to Monash Medical Centre and one to the Royal Melbourne hospital," the spokesman
said.
Members from the Major Collision Investigation unit were investigating the accident.
About the same time police and ambulance crews were called to another accident at Kurunjang,
in Melbourne's outer west.
A 19-year-old man died when his motorbike ran into a parked 4-wheel-drive after he
crossed onto the wrong side of the road on Carberry Drive near Tulloch Avenue, about 1am(AEDT),
police said.
Paramedics tried to revive the man, but he died at the scene.
The deaths of the two men have taken the state's road toll to 302, 11 less than for
the same time last year.

More than 20 thousand West Australian Year 12 school leavers will learn their exam
results from this Thursday.
Tertiary Entrance Examination and non-TEE results will be released on the internet
on December 27.
More than 12,500 year 12 students .. or 61 per cent .. were enrolled to sit at least
one TEE subject in 2006.
Students can access their scores by logging on to www.year12results.wa.edu.au/ or www.tisc.edu.au/
the website for the Tertiary Institutions Service Centre.
The TISC website is for TEE results only.
Results will also be sent out by mail on Thursday.
Six 14 year-olds were enrolled to sit TEE exams this year, while the oldest TEE candidate
was nearly 70.

CANBERRA, Aug 17 AAP - Health Minister Tony Abbott, an outspoken opponent of therapeutic
cloning, has supported a Liberal senator's right to draft a private member's bill overturning
a ban on the procedure.
Senator Kay Patterson, the former health minister, yesterday announced she planned
to introduce a bill that would allow embryonic cloning for the purpose of stem cell research.
"I think that it became pretty clear in the hour or so's discussion we had this week
that there was a wide range of views and there was a real passion to reopen this issue
from a significant number of colleagues," Mr Abbott said, referring to a party room discussion
on Tuesday.
"I think in the light of that, Kay (Patterson) was perfectly entitled to do what she's done."
Senator Patterson plans to base her bill on the findings of the Lockhart review which
recommended the government let scientists create embryos for the purpose of producing
stem cells.
Present laws restrict research to spare IVF embryos.
Cabinet rejected the recommendation in June but Prime Minister John Howard this week
bowed to backbench pressure and promised his MPs a conscience vote should any legislation
come to parliament.
Mr Abbott today said cabinet members would also be given a free vote on the issue and
would not have to adhere to the decision made in June to maintain the status quo.
"Cabinet decided that the government was not going to seek to institute change based
on the Lockhart review, but we didn't decide that members of parliament were prohibited
from bringing private members' bills forward," he said.
"Given that there will be, it seems, a private member's bill come forward, given that
these matters are appropriately matters of conscience should they be debated in the parliament,
well, cabinet ministers are perfectly entitled now to say their piece."
Mr Abbott said many people who voted for the 2002 bill to prohibit human cloning had
changed their mind.
Although they were entitled to do so, Mr Abbott said, he was surprised the unanimous
vote was "apparently out of date so soon".
"I think that it does indicate the slippery slope argument that was put by people back
then, but nevertheless people have a right to change their mind," he said.
"If they now want to revisit that which was absolutely settled forever in 2002, let's
revisit it. But my view will be the same now as it was then."
Mr Abbott said a five-day-old embryo was "certainly human material and, as I understand
it, it has human potential".
"So I think that entitles it to a degree of respect, certainly I think it should be
afforded more respect than it will get if it is created simply to be destroyed."
Meanwhile, Australian Medical Association president Dr Mukesh Haikerwal said the issue
of embryonic stem cell research was as divisive in the medical profession as it was in
the parliament and community.
"What we've been urging for is a debate about it, so we actually are armed with the
facts, and therefore we can make a decision based on what the facts are," he said.
"Ultimately it will need to be a decision of the parliament."
Dr Haikerwal declined to reveal his personal view and said the AMA had not yet fixed
a position on the issue.
"There is a significant polarisation of views within our community of medical practitioners
and therefore we want to make sure we have all the facts at our disposal before we take
any formal, significant position," he said.

DIGITAL BOOKMOBILE FOCUSES ON COPYRIGHT.(Technology)(Column)

Some residents of Salt Lake City, Pittsburgh, Columbus, Ohio, and Washington, D.C., were treated to an unusual sight this month. They might have seen a bookmobile - a van, really - traveling down the highway with a message painted on the side: "1,000,000 books inside (soon)."
This is not a typical bookmobile. This was a digital bookmobile traveling from California to Washington, where one could have one of almost 20,000 books currently available for free on the Internet downloaded, printed and bound into book form.
This bookmobile is the creation of Brewster Kahle, director of the Internet Archive, in an attempt to focus on the issue of public domain. Public domain allows works that are no longer protected by copyright to be copied or used by the public in any manner.
The bookmobile arrived in Washington just in time to park outside the Supreme Court Oct. 9 when arguments began in the case of Eldred v. Ashcroft. This case, which addresses the extension of copyright, will ultimately determine how many books will be available in the public domain.
Kahle's vision is for a country where anyone, young or old, can have access to a printed copy of a book in the public domain. But this won't happen if the current Copyright Term Extension Act is not overturned.
The current copyright act gives owners of their works copyright protection for their lifetime plus 70 years, while the Constitution originally gave Congress power to grant protection for only 14 years.
If copyright protection continues to be expanded, as it has been 11 times in the last 40 years, the public domain might cease to exist. As it is now, no new works will enter the public domain until 2019 due to the Copyright Term Extension Act passed in 1998.
Today we have the technology to easily download, print and bind books from the Internet. Think of the impact this could have on school, public and special libraries with limited budgets. Think of all the rare and out-of-print books and documents that can be digitized and made available to everyone at minimal cost.
This won't replace libraries but will allow all libraries to expand their reach.
Stay tuned. The ruling in the Eldred v. Ashcroft case is expected in the spring of 2003.
